I didnt know how he achieved it so I had to start from scratch and think about different approaches. GameMaker Studio 2 will default to creating the application surface at the original size, which will then be scaled down for drawing to the display, which we don't want. Couldn't find anything relevant for GMS2. Whenever a surface is used, every layer with a lower depth lower than the surface layer breaks out of 3D projection and won't go back to correct drawing even after using surfaceresettarget (). You're probably noticing that many things in GameMaker that seem simple at first glance are actually much more complicated than they appear to be if you want to peel back the curtain.
